Its brand new from the facotry. Shiny New.

Options offered with the crank.
a. RDD Truing and welding of webs.
b. No mods you want it bone stock.
c. Replace stock Rods with rods rated for more power. Bottom end Bearings are also replaced and you get a matching top end bearing. You do not get a top end bearing if you do not change the Con Rod.
